Size of the Stairs. The width of the stairs is also a determining factor. Stairs should be at least 36, but making them 48 will feel less cramped. Wider stairs will require more stringers to support the stairs and more deck boards to finish the treads and risers.
It does not apply to residential decks - if memory serves me correctly - but decks that fall under the commercial codes almost always have requirements that there be a number of stairs and sizes of the stairs can change. This is so people can safely and quickly exit the deck if needed. As I say this should not really apply for your backyard.

These treads are narrow on one end and wider at the other.
